The novel is set in the year 1984 and follows in a future London, part of a region called Air Strip 1, “… which was once called England or Britannia” itself part of a huge collectivist state: Oceania.

The society of Oceania is divided into three groups. The “outside” members of the One Party, the members of the ruling Council or inner circle of the party and a mass of people, kept poor and entertained by the Party so that they cannot and will not rebel, the proles (proletarians).

The “outside” members constitute the bureaucracy of the state apparatus (hence the need for strict surveillance), they live under suffocating control and alienating propaganda which demoralises them and prevents them from thinking critically. The state suppresses all rights and condemns those who do not show sufficient loyalty and adherence to the national cause to a life of little more than misery, with the risk of death or appalling humiliation. To this end, numerous demonstrations are organised, where the active participation of the members is required, shouting slogans favourable to the party, shouting against the alleged traitors and giving free rein to the most unbridled fanaticism. Only with fanatical fervour can one escape the omnipresent surveillance of the thought police.
